DC Delegation Attended NCSL 2009 Legislative Summit in Philadelphia
The National Conference of State Legislatures 2009 Legislative Summit convened in Philadelphia, Pennsylvania from July 19 through July 24, 2009. The DC Council Special Committee on Statehood and Self Determination, in partnership with DC Vote, collaborated to inform the attendees of the Legislative Summit about the District’s ongoing efforts to obtain statehood, including incremental steps such as Congressional voting rights and budget and legislative autonomy. Councilmembers, District Shadow Senators, Council staffs, supporters and advocates of statehood and DC voting rights as well as local residents attended the Summit to spread the message.
DC Statehood Reception ... An Unqualified Success
Council Chairman Vincent C. Gray and Councilmember Michael A. Brown hosted a DC Statehood Reception for more than 350 attendees to further highlight the importance of the statehood movement and the recent efforts of DC Vote. Held at the Smithsonian’s African American Museum in Philadelphia, the reception was themed, “DC ... on the Journey to Democracy.” This theme coincided with the museum’s latest exhibit, “Audacious Freedom.” Both themes highlight ongoing struggles against injustices. The DC statehood theme highlights the tireless journey of DC residents to gain full democracy and self-determination. The Museum theme highlights the tireless journey to obtain freedom from slavery. Guests included international legislators from Guam, Mexico, Brazil, Puerto Rico, and Nigeria. State legislators from New York, Maryland, Washington, Texas and other state jurisdictions also attended. Other DC Councilmembers at the reception included Yvette Alexander, Muriel Bowser, Kwame Brown, David Catania, Mary Cheh, Phil Mendelson, and Harry Thomas, Jr. DC Shadow Senators Paul Strauss and Michael D. Brown were also in attendance.

Brown Urges Legislators to Join the Fight for Full Democracy
To ensure that DC citizens enjoy the same rights and privileges as other Americans, the Council of the District of Columbia urges its legislative colleagues in every state and international municipality to stand with the residents of DC to end this injustices by joining their fight for democracy.
Councilmember Brown urged fellow legislators to:
- Introduce and pass a ceremonial resolution calling for Congress to grant statehood and self-determination to the nations capital.
- Sign DC’s 51st State National Petition, calling for the President of the United States and Congressional leaders to redress the injustices levied on District citizens by granting every DC citizen the rights and privileges enjoyed by other Americans.
- Participate in National DC Statehood Day on April 16th (DC Emancipation Day) by submitting their Ceremonial Resolution to the DC Council.
The Case for DC Statehood is Clear
Of 119 democracies around the world, the United States is the only country that denies the citizens of its nation's capital the right to full democracy.
Annually, District citizens pay more than $3.5 billion in income taxes to the federal government, yet they are denied voting representation in Congress and have no official input on how the Federal government spends their tax dollars.
Sons and daughters of the District have fought and have died in every international conflict and are bound by the laws of the United States. Nonetheless, DC citizens are denied the right to self governance.
District citizens have no control of their budget and legislative priorities (sic) without Congressional review, approval, revision and/or veto.
The citizens of the District are not afforded the same rights as other Americans who have Congressional representation.
